Three Norwegian men – including a well-known former mercenary – are in police custody on suspicion of coming to Cyprus to abduct a toddler.

The saga revolves around the four-year-old daughter of a Cypriot woman from Strovolos who won a custody battle in Norway back in 2012 against her former partner and the Norwegian father of her child.

Police Spokesperson Andreas Angelides had told The Cyprus Weekly that the three suspects – one of whom is notorious former mercenary Espen Lee – were taken into custody earlier this week in Nicosia after reports that they had come to the island, via the north, to kidnap the child.

Lee – who once famously claimed to have killed over a hundred people while serving as a mercenary in Africa and the Middle East – told reporters on Thursday that he had arrived in Cyprus to collect the father’s car “and take it to England”.

He also described his arrest as “surreal” adding that he didn’t know why the Norwegian police had flagged the police in Cyprus.

“We had received information that the trio would be arriving in Cyprus to kidnap the child and we have sufficient evidence to back up those claims,” said Angelides.

Yesterday, a Nicosia magistrate remanded the trio in police custody for a further six days while they are under investigation for conspiracy to commit a crime and attempting to abduct a minor with the intention of transporting him/her out of the country without the consent of the parent.

Meanwhile, investigators in Cyprus have requested from their counterparts in Norway to question the child’s father.

Police investigators discovered maps on the suspects pinpointing the woman’s home, her parents’ home, her workplace and her daughter’s nursery.

Investigators on the island had been anticipating the arrival of the Norwegian suspects after being alerted by the police in Norway who had alerted Europol.

Meanwhile, police are on the lookout for a Cypriot man who is alleged to have led two of the suspects to the mother’s workplace, while a Turkish Cypriot is also wanted for questioning.

“The child’s mother had secured an injunction from Cyprus to have the child returned to her from the father – who is Norwegian, and from whom she had separated,” continued Angelides.

The arrests have made big news in Norway, while around a dozen journalists have arrived in Cyprus to cover the story.

Knowing the law and when to act

International Parental Child Abduction is a huge problem worldwide and the biggest losers of this selfish act are always the children.

To assist parents that do not hold sole custody is absurd and it makes the whole security industry look bad. ABP World Group never works for parents who do not have sole custody.

An Interpol warrant should be arranged for abductor. To send ex convicts and people the child doesn’t know in order to recover a child is a big no.

To recover an abducted child by force should always be the last solution.

The legal route by use of the Hague convention on international parental abduction and mediation is always the first option.

Det norske sikkerhetsselskapet ABP World Group, som har spesialisert seg på å hente hjem bortførte barn, har egen filial på Kypros. Direktør Martin Waage avviser at eks-torpedo Espen Lee jobber for selskapet.

Lee ble pågrepet på den greske delen av øya sist søndag sammen med to andre nordmenn på 29 og 40 år, mistenkt for å ha planlagt bortføringen av en fire år gammel jente. Ingen av de tre skal være i slekt med jenta, ifølge Cyprus Weekly.

ABP World Group har spesialisert seg på å hente bortførte barn hjem til Norge, og har ifølge sin egen nettside en agent på Kypros.

– Har ren vandel

– Vårt personell har ren vandel. Det er veldig viktig. Vi har en helt annen profil på vårt personell. ABP bruker kreative personer med erfaring og bakgrunn som gjør dem i stand til å løse slike oppdrag på mykere måter, sier Waage til VG.

Å hente hjem et barn er aller siste utvei, mener han.

– Det er i ytterste nødsfall vi setter i gang slike operasjoner. Og på grunn av barnets ve og vel, prøver vi å gå frem så skånsomt som mulig. Vi legger til rette for at foreldrene selv er med og henter barnet. Det vil være for traumatiserende for et barn å bli hentet av fremmede. Vår jobb er å spore, lokalisere og eventuelt koordinere i samråd med lokale myndigheter, sier Waage.

Hårreisende og kriminelt

Waage kjenner ikke til den konkrete saken. På generelt grunnlag mener han det er betenkelig å ta oppdrag uten at klienten ved rettskraftig dom er tilkjent omsorgsretten.

– Å hente hjem barn for en klient som ikke er tilkjent omsorgsretten, er både hårreisende og kriminelt. Man setter da klientene i en situasjon som i verste fall kan medføre fengselsstraff. Dette er foreldre som er frustrerte, de gjør alt for å få hjem barna. Ikke alle tenker like klart, og man må være både rådgiver, medmenneske og psykolog, og kan ikke gjøre alt som klienten din vil. Da havner man fort på feil spor, sier Waage.

MALAYSIA Minister backs IGP’s decision to ignore Seremban child abduction

KUALA LUMPUR, April 14 — Datuk Seri Ahmad Zahid Hamidi defended today the police’s decision to ignore the alleged abduction of a boy by his Muslim convert father in Seremban, saying it was the Home Ministry’s “official stand” not to intervene.

“What has been mentioned by the IGP… that is the official stand by KDN,” he said at a press conference after speaking at the Putrajaya Forum 2014 here, referring to his ministry by its Malay initials.

Ahmad Zahid was asked to comment on criticisms against Inspector-General of Police (IGP) Tan Sri Khalid Abu Bakar who had last week said the police would not act on an abduction complaint against Izwan Abdullah because the latter was granted custody rights over his child by the Shariah Court.

Izwan, a Muslim convert previously known as N. Viran, had reportedly made off with his six-year-old son last Wednesday, two days after the Seremban High Court granted full custody of the boy and his nine-year-old sister to his estranged Hindu wife.

The court had awarded custody to S. Deepa, 30, as her marriage to Izwan, 31, in 2004 was a civil union and did not come under shariah law.

Despite a 2009 Cabinet prohibition of unilateral child conversions, Izwan made both his children embrace Islam last year, and later used their conversions as grounds to seek their custody in the Shariah Court.

It is understood that Izwan, a former lorry driver who currently works for an Islamic NGO called Yayasan Kasih Sayang, had converted both their children in April last year without Deepa’s consent.

Deepa, who filed for divorce and custody of the children in December last year, has been estranged from her husband since 2011.

The case is another in a series of inter-faith custody battles that highlight the complexities of Malaysia’s parallel civil and Shariah legal systems.

Legal experts have insisted that despite the conflicting decisions by the civil and shariah courts, the police’s refusal to act against Izwan’s alleged abduction of his son would only encourage more such cases in the future.

Missing Mother, Daughter Found in Virginia; Mother Charged with Parental Child Abduction

Harford County Sheriff’s detectives have now located the mother and 5 year-old daughter, the subject of an earlier news release, who left their home together on or about January 10, 2014 without telling anyone where they were going causing family members to report the disappearance to police describing the mother’s behavior as “out of character”.

Amanda Deeann Mitchell, 29, of the 2900 block of Siwanoy Drive in Edgewood, was taken into custody without incident by the Fairfax County (VA) Police Department who advised Harford County Sheriff’s detectives they had also located the child at a local elementary school. Sanaa Bailey, 5, was evaluated and found to be in good health. There were no signs of abuse or neglect. The child will be returned to her biological father. Mitchell has been charged with one count of parental child abduction. She is currently incarcerated in Fairfax County pending an extradition hearing.

Detectives say Mitchell failed to drop the child off for scheduled visitation with the father on January 17th. Family members told police that Amanda has been known to stay in homeless shelters from time to time but her failure to allow visitation with the child’s biological father was atypical behavior. Mitchell has shared custody with the child’s father, Aaron Chester Bailey of Baltimore.

Sheriff’s Detective Tom Walsh said, “She [Amanda] had left the family home with the bare essentials and had taken the child with her”. He further explained that while police fully understood she is a custodial parent, her behavior was out of the norm for how people described her. Walsh would not go into detail as to how Fairfax County PD came to locate Mitchell suffice it to say detectives ran down numerous leads and shared information about Mitchell throughout the region.

Parental Child Kidnapping – Already a Common Occurrence by 1856


The following article is noteworthy for offering evidence, in its comment on the case of a Mr. Thompson, “which has all too many parallels in California,” suggesting that parental kidnapping was already, by the 1850s quite a common ocurrance in the United States

FULL TEXT (Article 1 of 2): We would call attention to an advertisement in another column, under the caption of “Information Wanted.”  Mr. Thompson has called on us, and told us his story. It is one which has all too many parallels in California, yet he is entitled to heartfelt sympathy. It seems that about five months ago, he sailed for China, leaving his wife and two children in San Francisco. Before leaving he gave his wife $375, with which to pay her passage by the steamer to New York, he expecting to return to China by Cape Horn. The vessel, however, took passengers for San Francisco, and returned to New York, but was living at Vallejo with a man named John Forman, as his mistress.
Thither Thompson went, but found the parties had come to this city, some two weeks previous. He followed here, learned their arrival about that time, but could obtain no further certain clue to them. Partial information leads him to the belief that they went from here to Sonora. Mr. Thompson merely desires to recover the possession of his two children (girls), respectively six and eight years of age. John Forman, the despoiler of his happiness, is represented as being a ship caulker by trade; is a stout built man, about five feet six inches in height, with red whiskers.
The eldest child, Eliza, is of light complexion, blue eyes and has lost two of the lower front teeth. The youngest is of dark complexion and has a scar on the forehead. Any information of the parties will be thankfully received by Ananias Thompson (who appears to be as highly respectable man) at the Globe Hotel, corner of Davis and Chambers street, San Francisco.
NOTE: The comment “all too many parallels” indicates that parental kidnapping was already recognized as a “social problem” by 1856 in California.

In the account we published, it was stated that the seducer was a person named John Forman. From the Bay papers it would seem that the recreant parties had separated, Mrs. Thompson, alias Mrs. Forman, having left her last paramour, a married man at San Francisco named Dougherty. Mr. Thompson learned the fact, applied at the police office for a warrant for her arrest for the purpose of recovering possession of his two little girls, but the papers state, [sic] he was informed that he could not testify against his wife, except in a case of assault and battery. What is Parental Abduction?

Parental child abduction is child abduction by a parent. It often occurs when the parents separate or begin divorce proceedings. A parent may remove or retain the child from the other seeking to gain an advantage in expected or pending child-custody proceedings or because that parent fears losing the child in those expected or pending child-custody proceedings; a parent may refuse to return a child at the end of an access visit or may flee with the child to prevent an access visit or fear of domestic violence and abuse.
