The Department of Homeland Security has been forced to release a list of keywords and phrases it uses to monitor social networking sites and online media for signs of terrorist or other threats against the U.S.

The intriguing the list includes obvious choices such as ‘attack’, ‘Al Qaeda’, ‘terrorism’ and ‘dirty bomb’ alongside dozens of seemingly innocent words like ‘pork’, ‘cloud’, ‘team’ and ‘Mexico’.

Released under a freedom of information request, the information sheds new light on how government analysts are instructed to patrol the internet searching for domestic and external threats.

The words are included in the department’s 2011 ‘Analyst’s Desktop Binder‘ used by workers at their National Operations Center which instructs workers to identify ‘media reports that reflect adversely on DHS and response activities’.

Department chiefs were forced to release the manual following a House hearing over documents obtained through a Freedom of Information Act lawsuit which revealed how analysts monitor social networks and media organisations for comments that ‘reflect adversely’ on the government.

However they insisted the practice was aimed not at policing the internet for disparaging remarks about the government and signs of general dissent, but to provide awareness of any potential threats.

As well as terrorism, analysts are instructed to search for evidence of unfolding natural disasters, public health threats and serious crimes such as mall/school shootings, major drug busts, illegal immigrant busts.

The list has been posted online by the Electronic Privacy Information Center – a privacy watchdog group who filed a request under the Freedom of Information Act before suing to obtain the release of the documents.

In a letter to the House Homeland Security Subcommittee on Counter-terrorism and Intelligence, the centre described the choice of words as ‘broad, vague and ambiguous’.

They point out that it includes ‘vast amounts of First Amendment protected speech that is entirely unrelated to the Department of Homeland Security mission to protect the public against terrorism and disasters.’

A senior Homeland Security official told the Huffington Post that the manual ‘is a starting point, not the endgame’ in maintaining situational awareness of natural and man-made threats and denied that the government was monitoring signs of dissent.

However the agency admitted that the language used was vague and in need of updating.

Spokesman Matthew Chandler told website: ‘To ensure clarity, as part of … routine compliance review, DHS will review the language contained in all materials to clearly and accurately convey the parameters and intention of the program.’

Barn blir bortført fra Norge: Norske barnebortførere i Spania

Vi ser en økende trend der norske foreldre bortfører barn til Spania. Hensikten er som regel å sabotere samvær. Bortførerne livnærer seg som oftest på trygd, samt underholdningsbidrag dersom de er kvinner.

Spania er medlem i Haag-samarbeidet for retur av bortførte barn, men rettsprosessene er treige. Derfor benytter mange seg av av private operatørers hjelp for å få barna hurtig tilbake til omsorgsforeldrene i Norge. Geirs sønn ble bortført til Spania….. Geir gikk gjennom en konfliktfull barnefordelingssak, som endte med at han fikk daglig omsorg for sin 10 år gamle sønn. Moren har tatt i bruk alle slags skitne triks for å sverte faren, med påstander om vold, overgrep og drapstrusler. Men politietterforskning og rettsbehandling avdekket at morens påstander ikke hadde noen forankring i virkeligheten.

Etter å ha tapt i retten, satte moren i gang en kampanje på nettsiden ”Olivers Verden” hvor hun hevder at hun og sønnen er sviktet av systemet, og at sønnen ikke har blitt hørt av retten. Dette på tross av at det er grundig dokumentert at gutten ønsker å bo hos sin far. Som “bevis” la hun frem timevis med selvproduserte videoavhør, hvor sønnen forklarte detaljert om de angivelige overgrepene.

I dommeravhør, og i samtaler med rettsoppnevnte psykologer, fortalte gutten imidlertid at moren hadde instruert ham til å fortelle alle disse løgnene om faren. Les Geirs historie her.

Norsk Mor tiltalt for å ha bortført sønnen til Spania

Med politiets velsignelse og med hjelp fra spesialagenter, hentet barnefaren hjem sønnen fra Spania. Nå er moren tiltalt for bortføring.

 

Sammen med to andre familiemedlemmer må kvinnen i 30-årene fra Romerike svare på hva som førte til at hennes egen sønn havnet midt i den dramatiske aksjonen som ble utført av private spesialagenter – med norske myndigheters velsignelse.

Ifølge tiltalen fra statsadvokaten skal de tre ha sørget for at kvinnens sønn ble holdt tilbake i Spania i over en måned forrige høst, uten samtykke fra faren som hadde den daglige omsorgen for barnet.

Barnefaren ønsker i utgangspunktet ikke å kommentere saken på nåværende tidspunkt, men han sier han oppfatter tiltalen som korrekt.

– Det er en alvorlig tiltale, og jeg regner med at politiet har gjort en grundig vurdering før de tok ut tiltalen. For min del er det viktigste å trygge hverdagen til guttungen, sier han.

 

Hentet av spesialagenter

Det ble stor medieoppmerksomhet rundt saken i september i fjor.

Moren til barnet anklaget faren for bortføring, men det kom raskt fram at norsk politi hadde siktet henne for det samme. Nå er det moren som ender opp som tiltalt i en norsk straffesak.

Barnefaren har tidligere forklart at han tillot sønnen å dra med moren på ferie til Spania i august i fjor. Oppholdet skulle vare i en uke, og gutten skulle returnere til skolestart 20. august. Men over én måned senere hadde ikke sønnen kommet hjem.

27. september i fjor ble gutten – som går på barneskolen – hentet av faren, hans bror og to agenter fra et privat sikkerhetsselskap.

Det lokale spanske politiet sjekket flyplasser, ferger ut av Spania og grenseovergangene, men da hadde sikkerhetsselskapet fått ut både gutten og de to brødrene.

Den private aksjonen skal ha kostet 200.000 kroner og ble utført etter at både norsk politi og Justisdepartementet var varslet om det som skulle skje.

– Han tar nå med seg barnet hjem til Norge, med norske myndigheters velsignelse. Det har jeg også gitt spansk politi beskjed om, opplyste politiadvokat Eivind Kluge i Romerike politidistrikt til RB i september i fjor.

A Polish court has denied a Newmarket man’s bid to bring home his two children, according to the man’s Facebook page.
Stephen Watkins accuses his ex-wife Edyta Watkins (Ustaszewski) of abducting their two boys, Alexander and Christopher, in 2009.


Mr. Watkins wrote in a Facebook post last night he is not feeling well in the aftermath of yesterday’s ruling.
“I am frustrated along with being very sad. I don’t know what to say except that I am not giving up on my sons.” he wrote, adding he plans to appeal the ruling.

In advance of the ruling, Mr. Watkins acknowledged his uphill climb to secure custody of the boys was far from over.
“One thing is finding your kids, it’s another thing bringing them home,” Mr. Watkins said by telephone Wednesday from Warsaw, Poland, where has been since Nov. 23.
Mr. Watkins has seen Alexander and Christopher at an apartment building in the eastern European country, but has been unable to hug them, he said.
They seem confused and Mr. Watkins believes they have been brainwashed.
The long road from family difficulties. which began 2-1/2 years ago, to receiving word about the children through Polish court documents last summer has been emotionally taxing and financially burdensome, he admits.
“The Polish courts have known where my kids are for about a year,” he charged. “It took them a year to contact me.”
After his children disappeared, his ex-wife attempted to enrol them at a Polish school. But with no documentation about their boys’ background, Polish authorities apparently became suspicious and launched an investigation, which landed in the courts, Mr. Watkins believes.
Then, the Polish courts sent Mr. Watkins a summons.
“That was our first lead,” he said.
He was glad to know where his sons were, but his research had taught him not to get too excited, he added.


The boys were reported missing the Monday following a scheduled weekend visit with their mother.
After Mr. Watkins was granted custody of the boys, United States Homeland Security confirmed a woman and two boys took a flight from Rochester, N.Y. to Detroit, Mich. March 8, 2009 before departing for Frankfurt, Germany.
From there, the trio apparently entered Poland.


Mrs. Watkins is a native of Poland and has family there. The boys could also be recognized as Polish citizens, Canadian authorities said.
Because Canada has no extradition treaty with Poland, Mr. Watkins has faced an uphill battle.
He thanked several local support agencies, York Regional Police and Canadian officials in Poland for their help and acknowledged members of Parliament have spoken on his behalf.

Earlier this week, Newmarket-Aurora Conservative MP Lois Brown issued a news release stating she had discussed Mr. Watkins’ efforts in the House of Commons during discussion about a government initiative to help protect Canadian children travelling abroad.
However, Mr. Watkins believes only pressure from the highest levels of the Canadian government — the Prime Minister’s Office — will help pressure the Polish government.
“My fingers are crossed that (Prime Minister) Stephen Harper will stand up and say something,” he said. “I need some of that political clout.”
In advance of the court ruling, Mr. Watkins didn’t hold his hopes high and was skeptical of a major change in the situation.
“My ex has gone to great lengths to travel around the world … and hide the children,” he said.

Midt-Østen: Sjansen for å få tilbake ungen sin ved bruk av rettslige prosesser er lik null

Nettavisen skrev 23. desember omKristel Jektvik (42) som frykter at sønnen (6) er bortført av sin far.

– Han skulle i utgangspunktet blitt overlevert til meg 19. desember, men dukket aldri opp. Avtalen var at sønnen vår skulle feire jul med meg og nyttårsaften med faren sin. Nå tyder mye på at han har bortført barnet vårt til utlandet, sa hun til Nettavisen.

Barnefaren er siktet for overtredelse av straffelovens paragraf 216, for å holde en umyndig person borte fra sin omsorgsperson.

– Vi har fortsatt ikke vært i kontakt med far, men sitter med informasjon som tilsier at han er i Libya, sier politiadvokat Siv Remen.

Oppholder seg i Libya
Politiet har tidligere bekreftet at de via elektroniske spor har avslørt at barnefaren befinner seg i utlandet, men har vært usikre på hvilket land det er snakk om.

Torsdag 5. januar bekrefter politiadvokat Siv Remen i Midtre Hålogaland politidistrikt overfor Nettavisen at barnefaren (28) befinner seg i Libya.

– Status er at barnet er borte. Vi har fortsatt ikke vært i kontakt med far, men sitter med informasjon som tilsier at han er i Libya. Kripos og Interpol er koblet inn, sier hun til Nettavisen.

Remen forteller at de har løpende kontakt med moren, via hennes advokat.

– Vi forsøker å komme i kontakt med faren og vil i tiden fremover prøve å avklare nærmere oppholdssted og lokalisere barnet. Vi har foreløpig fått inn få tips i saken og ønsker at personer som sitter med opplysninger kontakter politiet, sier hun.

Avhengig av medisin
Kristel Jektvik forteller at de tre siste ukene har vært svært tunge.

– Jeg vet at sønnen min er i Libya, men ikke hvor i landet han befinner seg. Situasjonen tærer på kroppen, men jeg forsøker å være sterk. Det som bekymrer meg mest er at han trenger reseptbelagt medisin for at kroppen skal fungere som normalt, sier hun.

Jektvik håper at barnefaren i beste fall har stukket av gårde med sønnen på en ulovlig ferie. Likevel tror hun realiteten fortoner seg annerledes.

– Han har ved tidligere anledninger truet med å forlate landet sammen med sønnen vår. Nå kan jeg ikke gjøre annet enn å ta en dag av gangen og be for at politiet klarer å løse saken. Jeg gråter hver dag, tenner lys og ber for at han er trygg, sier hun.

– Dårlige odds
Martin Waage, sjef i sikkerhetsselskapet ABP World Group, forteller de fleste barnebortføringer fra Norge til utlandet utføres av mødre. Likevel; i saker der fedre bortfører barnet sitt er land fra den arabiske verden og Nord-Afrika overrepresentert.

– Etter regimeskiftene i den arabiske verden opplever vi en økende frykt blant mødre som er gift med menn fra disse områdene. Vil vil komme til å se en økning med langt flere barnebortføringer til disse landene, sier han.

Waage mener vanskelighetsgraden for å få ut et bortført barn ved bruk av rettslige prosesser i disse landene er ekstremt høy.

– Disse landene er ikke medlemmer av Haagkonvensjonen, så det er ikke snakk om en rettsmessig tilbakeføring. Sjansen for å få tilbake ungen sin ved bruk av rettslige prosesser er lik null. Rettsprosessene i disse landene fører aldri fram, sier han.

Waage anbefaler foreldre som frykter at deres barn står i fare for å bli bortført å sikre dem.

– Det går an å montere trackere eller GPS-sporere som kan festes i skolesekken eller kosebamsen, sier han.

Barnebortføring kan være straffbart

Barnebortføring er regulert i straffeloven § 216. Det er straffbart for en samværsforelder å bortføre et barn fra den barnet bor fast hos.

Det er også straffbart for foreldre å bortføre et barn fra barnevernet eller fosterforeldrene etter vedtak om omsorgsovertakelse.

Les mer om dette underBortføring fra barnevernet. Vedtak om omsorgsovertakelse trenger ikke være iverksatt, det er tilstrekkelig at vedtak er fattet.  At bostedsforelderen bortfører barnet er imidlertid ikke en straffbar handling. Dersom foreldrene bor sammen når bortføringen skjer, eller foreldrene har avtalt delt bosted, er bortføringen heller ikke straffbar.

Dersom en samværsforelder bortfører et barn kan han/hun straffes med fengsel i inntil 3 år. Etterforskning forutsetter at den gjenværende forelder anmelder bortfører til politiet. Politiet etterforsker og påtaler ikke slike saker på eget initiativ. Dersom det foreligger en straffbar barnebortføring og handlingen er anmeldt, vil påtalemyndigheten kunne etterlyse vedkommende gjennom politikanalene og be om at vedkommende pågripes og utleveres til Norge. Selv om handlingen ikke er straffbar vil politiet kunne etterlyse barnet og bortføreren for lokalisering.

Ny straffelov

I den nye straffeloven, som er forventet å tre i kraft i 2013, er straffen for grov omsorgsunndragelse skjerpet til seks år. En internasjonal barnebortføring vil i de fleste tilfeller ses på som en grov omsorgsunndragelse. I forbindelse med ikrafttredelse av den nye straffeloven blir det også vurdert om straffebestemmelsen skal endres ytterligere.

Forholdet mellom sivil- og strafferett

Det følger av barneloven § 40 at dersom foreldre har foreldreansvar sammen, kan en forelder ikke flytte barnet ut av landet uten samtykke fra den andre forelderen. Å flytte med barnet uten samtykke fra den andre forelderen med foreldreansvar vil følgelig være ulovlig i henhold til barneloven uavhengig av om forelderen som har flyttet er samværsforelder eller bostedsforelder. At en handling er ulovlig etter barneloven må derfor ikke forveksles med en straffbar handling etter straffeloven.

Haag-konvensjonen gjelder bare for barn som er under 16 år, mens straffebestemmelsen gjelder frem til barnet har fylt 18 år. En barnebortføring kan derfor være straffbar selv om den ikke kan forfølges sivilrettslig.

Anmeldelse av bortfører

Hvorvidt man ønsker å anmelde bortføreren bør vurderes nøye. En straffesak vil kunne gjøre det enda vanskeligere for foreldrene å komme til enighet om samværsordninger og omsorg i etterkant av en barnebortføring.


For enkelte foreldre vil en anmeldelse tydeliggjøre hva de har gjort, slik at de returnerer barnet frivillig. For andre vil det forsterke tillitsbruddet mellom foreldrene og tilspisse konflikten ytterligere.

Skoleplikt

Det er straffbart å holde et barn som er i skolealder borte fra skolen. I følge opplæringsloven har barn og unge både en plikt og rett til grunnskoleopplæring. Dersom en elev er fraværende fra den pliktige skolegangen kan foreldre eller andre som har omsorgen for eleven straffes med bøter. Les mer om dette i opplæringsloven.

A Polish court has denied a Newmarket man’s bid to bring home his two children, according to the man’s Facebook page.
Stephen Watkins accuses his ex-wife Edyta Watkins (Ustaszewski) of abducting their two boys, Alexander and Christopher, in 2009.


Mr. Watkins wrote in a Facebook post last night he is not feeling well in the aftermath of yesterday’s ruling.
“I am frustrated along with being very sad. I don’t know what to say except that I am not giving up on my sons.” he wrote, adding he plans to appeal the ruling.

In advance of the ruling, Mr. Watkins acknowledged his uphill climb to secure custody of the boys was far from over.
“One thing is finding your kids, it’s another thing bringing them home,” Mr. Watkins said by telephone Wednesday from Warsaw, Poland, where has been since Nov. 23.
Mr. Watkins has seen Alexander and Christopher at an apartment building in the eastern European country, but has been unable to hug them, he said.
They seem confused and Mr. Watkins believes they have been brainwashed.
The long road from family difficulties. which began 2-1/2 years ago, to receiving word about the children through Polish court documents last summer has been emotionally taxing and financially burdensome, he admits.
“The Polish courts have known where my kids are for about a year,” he charged. “It took them a year to contact me.”
After his children disappeared, his ex-wife attempted to enrol them at a Polish school. But with no documentation about their boys’ background, Polish authorities apparently became suspicious and launched an investigation, which landed in the courts, Mr. Watkins believes.
Then, the Polish courts sent Mr. Watkins a summons.
“That was our first lead,” he said.
He was glad to know where his sons were, but his research had taught him not to get too excited, he added.


The boys were reported missing the Monday following a scheduled weekend visit with their mother.
After Mr. Watkins was granted custody of the boys, United States Homeland Security confirmed a woman and two boys took a flight from Rochester, N.Y. to Detroit, Mich. March 8, 2009 before departing for Frankfurt, Germany.
From there, the trio apparently entered Poland.


Mrs. Watkins is a native of Poland and has family there. The boys could also be recognized as Polish citizens, Canadian authorities said.
Because Canada has no extradition treaty with Poland, Mr. Watkins has faced an uphill battle.
He thanked several local support agencies, York Regional Police and Canadian officials in Poland for their help and acknowledged members of Parliament have spoken on his behalf.

Earlier this week, Newmarket-Aurora Conservative MP Lois Brown issued a news release stating she had discussed Mr. Watkins’ efforts in the House of Commons during discussion about a government initiative to help protect Canadian children travelling abroad.
However, Mr. Watkins believes only pressure from the highest levels of the Canadian government — the Prime Minister’s Office — will help pressure the Polish government.
“My fingers are crossed that (Prime Minister) Stephen Harper will stand up and say something,” he said. “I need some of that political clout.”
In advance of the court ruling, Mr. Watkins didn’t hold his hopes high and was skeptical of a major change in the situation.
“My ex has gone to great lengths to travel around the world … and hide the children,” he said.

Moren har nå satt i gang en kampanje på nettsiden ”Olivers Verden” hvor hun demoniser faren, og fremstiller seg selv som offer for systemet. Moren hevder at verken barnevernet eller domstolen har hørt Olivers ønske om å få bo hos moren, og som bevis har hun presentert utallige timer med videoavhør med sønnen.

I videoavhørene, som moren har produsert, forteller gutten om vold og andre unevnelige overgrep utført av faren. Nettsiden og facebooksiden ”Olivers Verden” er tendensiøs og useriøs på den måten at det fremlegges ingen bevis for morens påstander, og det er ikke mulig å poste spørsmål eller innvendinger. Alle som poster spørsmål eller ber om dokumentasjon som kan bekrefte morens framstilling blir fjernet fra Facebooksiden. Slik har moren greid å bygge opp en nokså stor tilhengerskare som ikke stiller spørsmål og har blind tro på kvinnens udokumenterte historie.

Et annet usympatisk trekk er at flere foreldre tar etter kvinnen og skyver barna foran seg i hatkampanjen mot faren. Flere av innleggene fra angivelig bekymrede barn er åpenbart skrevet av voksne. Merkelig nok er det ingen i tilhengerskaren som ser ut til å undre seg over at denne kvinnen har tre barn med tre forskjellige menn, og at hun har hatt nærmest identiske konflikter med samtlige av fedrene.

Så langt peker alt i retning av at Olivers ikke er sviktet av systemet, slik moren påstår. Gutten har blitt hørt både av barnevernet og rettssakskyndige psykologer. Og guttens ønsker ble tatt til følge da retten bestemte at faren er den som er best skikket til å ha daglig omsorg for Oliver.

Det er morens forsøk på å formidle sitt eget hat gjennom sønnen som har slått feil. Hun har møtt barnevernet og domstolen med løgner og trusler, og har falt for eget grep. Etter å ha tapt kampen i domstolen, har moren nå forsterket aggresjon rettet mot systemet og faren. I hennes hode er det noe galt med systemet fordi hun ikke har lykkes med å manipulere systemet.

Moren aggresjon kommer nå til uttrykk på ”Olivers Verden”.  Pussig nok lykkes hun med å overbevise naive sjeler om at det er barnets egne opplevelser som blir fortalt på disse nettsidene. Her er et lite utdrag fra “Olivers Verden”: ”Hver gang Oliver tryglet om å få komme til sin mor ble han straffet hos sin far. Det gikk ikke lang tid før Oliver “kom løpende tilbake”. Han begynte å stikke av… De gangene Olivers mor lot han være hos henne fikk hun henvendelser fra politiet. En dom fra tingretten bestemte jo at Oliver skulle være hos sin far.” 

Så hvem er den reelle overgriperen? Oliver ønsker å være mer hos sin far, og faren ble tilkjent daglig omsorg for Oliver fordi dommeren og de sakkyndige anser ham som best egnet til å ivareta Olivers behov. Om faren er en slik voldelig psykopat som moren hevder, hvorfor har da Oliver fortalt barnevernet og domstolen at han ønsker å være mer hos sin far? Moren har ikke vist noen evne til å samarbeide med noen av sine barns fedre, og omkranses stadig av konflikter. Hun har utsatt Oliver for bortføring, samværssabotasje, lojalitetspress og ikke minst disse endeløse videoforhørene. Er ikke dette å regne som overgrep mot en ti år gammel gutt?
