When coming into new wealth, people may start spending on luxuries like fancy new cars, large homes or extravagant vacations. Some other people may want to spend their newfound wealth on something a little more unique.
According to a report by local Chinese newspaper Northern News, a company in the southern city of Shenzhen is offering a “simulated kidnapping experience” to those willing to pay for it. For 100,000 yuan, or about $16,360, customers can experience various moments of captivity and eventual escape. The company’s “Elite Danger Class” is an instructive course for people needing guidance on how to behave during a kidnapping and how to eventually escape. Think of it as wilderness-survival training, only for very specific ransom scenarios.
A company in southern Shenzhen, China is offering a service that will kidnap customers and eventually teach them how to escape for the hefty price of 100,000 RMB. China Navis/ Northern News
Most of the people who sign up for the classes are the extremely wealthy and believe being kidnapped is a reality that they could potentially face. According to China Navis, the class will serve as a pre-emptive education in case an incident of kidnapping or hostage-taking arises, something that has happened in the past.
Hostage-takings in China are almost always related to money. Most recently, an American executive of a medical supplies company, Chip Starnes, was held hostage by a group of factory workers over claims of unequal severance packages that were announced after layoffs. Roughly 100 or so employees were responsible for holding Starnes at the company’s Beijing factory — they also claimed that they hadn’t been paid some of their wages.
A Forbes story reported that while business disputes in the U.S. or in Western culture in general is often handled in courts or through various legal procedures, don’t expect the Chinese to settle their disputes through their lawyers. Particularly with smaller or private companies, it is not entirely uncommon for people to resort to physical abduction until debts are paid or money terms are settled. While hostage situations have rarely turned violent, ensuring that local authorities have no reason to intervene, the reality is that negotiating oneself out of varying degrees of danger is something that many high-powered business people end up needing to know.
Still, a 100,000 yuan course seems like a ridiculous price tag to pay for preparation of something that may or may not happen. Fortunately for the people running the classes, while they can’t sell “guaranteed safety,” they can still capitalize on selling a sense of security.

Very often there is a parent who has had children with someone of foreign origin and has allowed a holiday trip to that parent’s homeland. But it also happens that parents abduct the children when on holiday abroad as visitation sabotage.
Sometimes the abduction happens as quick as a lightning bolt and when the other parent returns home, the house is empty. All these forms are defined as international child abduction, and have a maximum penalty up to 3 years in prison.
Many parents ask us for advice on how to prevent one parent from taking the child abroad on holiday. However, this is very difficult to prevent when the courts in many countries often do not take parental concerns seriously.
Child abductors are not penalized in their homeland, since The Hague Convention on International Child Abduction is only a vehicle for the return of children and does not deal with punishment. As few as 3 out of 10 children abducted return.
What should you do if your child is abducted?

Which parent abducts children?
Sociopath is an American term which is very close to what we define as antisocial personality disorder. These parents lack conscience, guilt and remorse, they are aggressive and have little respect for the norms, laws and regulations.
The U.S. study emphasizes sociopaths or antisocial personality disorder, but also parents with narcissistic, paranoid and borderline personality disorder are high risk for child abduction and visitation sabotage.

Japanese Prime Minister Shinzo Abe told U.S. President Barack Obama on Friday that Tokyo would join a treaty on child abductions, addressing a major concern for lawmakers in Washington.
Japan is the only member of the Group of Eight major industrialized nations that has not signed the 1980 Hague Convention, which requires nations to return snatched children to the countries where they usually reside.
“From the perspective of children, there is an increasing number of international marriages, meaning that there will be some cases where marriages will break down. Therefore we believe it is important to have international rules,” Abe told reporters after talks with Obama.
“We will make efforts in the Diet so that the Convention can be approved. I delivered this message to the president,” Abe told reporters after his meeting with Obama.
However, Abe did not set a timeframe. The previous DPJ government also said it wanted to enter the treaty but did not move ratification through the Diet.
Unlike Western nations, Japan does not recognize joint custody and courts almost always order that children of divorcees live with their mothers.
Hundreds of parents, mostly men, from the United States and elsewhere have been left without any recourse after their estranged partners take their half-Japanese children back to the country.
U.S. lawmakers have repeatedly demanded action from Japan on child abductions, one of the few open disputes between the close allies.

Parental child abduction occurs when a person who is connected to a child takes them away from their country of habitual residence, that is the country they normally reside in, without the permission of either those with parental responsibility or the courts.
Most commonly, this takes place following a separation or divorce and is carried out by the parent who has not been awarded custody of the child.
Once a relatively rare phenomenon, an increase in cross-cultural marriages, higher divorce rates, changes in immigration laws and cheaper foreign travel have prompted a rise in international child custody disputes, some of which have resulted in parental child abduction as parents seek to take their children out of the country without permission.
Under the Child Abduction Act of 1984, it is a criminal offence for anyone connected with a child to take them out of the UK for more than 28 days without the consent of any other person who has parental responsibility for that child or a consenting order from the courts. A person is connected with the child if they are parent of the child, guardian or special guardian, anyone who has a residence order for the child or who has the child living with them.
Those required to give their consent would be the mother, the father (if he has parental responsibility), guardian, special guardian or anyone who has the child living with them or has permission from the court.

Authorities are trying to recover two young Fairfax County children who were allegedly kidnapped by their father and taken to Tunisia.
Three-year-old Zainab Chebbi and 6-year-old Eslam Chebbi have been missing since Nov. 11, when prosecutors say their father, 39-year-old Faical Chebbi, flew with them to Tunisia.
Faical Chebbi called the children’s mother — his ex-wife — the next day and told her that he and the children would not be returning, according to court records. Chebbi was charged in federal court in Alexandria with international parental kidnapping.
Chebbi and Edeanna Johnson-Chebbi divorced in January, nearly a year after she obtained a protective order because he threatened to kill her, according to court documents. Johnson-Chebbi had sole custody of Zainab and Eslam; Chebbi absconded with the children after picking them up from their grandparents’ house in Prince George’s County for a scheduled visit, according to the court documents.
“At first, I was sort of in an action mode,” said Johnson-Chebbi, who created a Facebook page and online petitions about the case.
“What else are you going to do?” she told The Washington Examinerin December. “I won’t allow myself to imagine that this will pass. They will be home. I just don’t know how or when.”
But Johnson-Chebbi faces an uphill battle. There are no treaties or agreements between the United States and Tunisia regarding parental abduction cases.
This summer, Faical Chebbi was added to the FBI Washington Field Office’s Wanted Fugitives list.

We’ve seen and heard the stories in the news, on crime dramas and even from friends. Child abductions, paedophilia, even maternal psychological conditions that lead to women believing other people’s children to be their own. As parents, we treat any and every of such stories dead seriously, but are we scaring ourselves — and our children — into a corner?
Protecting our children will always be the foremost priority. But existing perceptions of “stranger-danger” builds itself around a stereotyped shady-looking person whose sole purpose in life is to take away your child and do bad things to him or her.
Reality check: I’m not that person. And neither is more than 99.9998% of the Singapore population (or just about anywhere else), the last time I checked anywhere outside my house.
In fact, teaching your child about stranger-danger based on popular concepts may end up harming your child’s social development – and may even put your child in more danger. We explain and bust 3 major myths of stranger-danger so you can be the judge.
Myth 1: Don’t talk to strangers
Strangers are everywhere. They can be the neighbours that never say hi, casual shoppers in malls, hawkers selling you chicken rice, and even fill up an entire classroom on your child’s first day at school. Teaching your child not to talk to strangers will instill a fear of socialising within your child, when in reality, your child will need to learn to deal with strangers for the rest of his or her life.
Myth 2: Don’t go anywhere on your own
Part of a child’s learning and development depends on the ability to explore the world around him or her, with or without parental supervision. At some point your child will be old enough to take care of him- or herself, but before then, cautioning your child not to venture out on his or her own will only delay the process, and is also a major cause of parent-child attachment issues.
Myth 3: Stranger-danger is everywhere
Our media will play up missing children reports, not only for the sake of finding these children, but also because the drama draws more eyeballs. Similarly, local authorities will always caution for us to err on the side of safety, simply because it is the foolproof way of cutting down such incidents. Based on police statistics, though 3000 missing persons reports are filed annually, only 0.0002% of Singapore’s resident population remain missing every year, most of whom are adults and/or runaways, and not kidnap victims.
In fact, your child will much more likely be harmed or abducted by a known relative or family acquaintance than a stranger. But given that kidnapping is a crime punishable by death in Singapore, chances of your child being abducted is extremely slim given the risk the would-be abductor has to place on his life for the act.
We share some sensible insights by Lenore Skenazy, host of the radical parenting show “World’s Worst Mom”, who also helps reconnect worried parents with reality in her book, Free-Range Kids.
Teach your child to interact with strangers
Outside of your own family and social circle, the world is mostly made up of strangers, and in reality, we’re really all good people who just think your child is adorable.
In her book, Lenore categorically states that “(the) ‘Don’t trust anyone!’ lesson could conceivably end up making (a child) less safe”. In the event that a child does encounter a predator, he or she won’t be equipped with the social understanding that calling for help from other strangers and attracting attention is a viable option.
“The safest kids are the confident kids”
So says Ernie Allen, head of the National Center for Missing and Exploited Children. His organisation provides a solution based on studying children successfully escaping abduction attempts — the kids did it by kicking and screaming, a reaction that children with reservations about themselves would probably not think of doing. Allen also mentions that this is the “same techniques you’d use to resist peer pressure over drugs or bullies or gangs.”
You are the precedent
Remember your own childhood and compare it to your own child’s time. “Forty years ago,” Lenore says, “the majority of U.S. children walked or biked to school. Today, about 10 percent do. Meantime, 70 percent of today’s moms say they played outside as kids. But only 31 percent of their kids do.”
Lenore’s Free-Range Kids movement seeks to ensure parents around the world that the world is a much safer place than the media — or we — make it out to be. But more importantly, it’s also about giving our children the childhood they deserve, full of play and none of the worry, just as we had when we were kids.

The data provides detailed information about the procedure followed in international parental child abduction incidents in Turkey. Firstly, requests for legal assistance made from other countries by individuals claiming that their children have been abducted and brought into Turkey or have been wrongfully detained in the country are thoroughly examined by the Justice Ministry, and following the examination, the relevant files are sent to the chief public prosecutor’s office in the location where the child is believed to be residing.
In these cases of parental abduction, if the parent who has taken the child without the other parent’s consent refuses to return the child to their country of habitual residence, an official lawsuit is launched against them.
Turkey is party to the Hague Convention on the Civil Aspects of International Child Abduction. It signed the Hague convention on Jan. 21, 1998, and the convention entered the Turkish domestic code on Feb. 15, 2000, when it was published in Turkey’s Official Gazette. From the time it was published to the end of 2011, 128 requests for legal assistance regarding child abduction cases in Turkey were made to other countries, while 618 requests for legal assistance were made to Turkey.
The data also showed that the return of foreign criminals to their home countries is being carried out in line with the European Convention on Mutual Assistance in Criminal Matters. Criminals are sent to their home countries after a thorough examination of the relevant documents by the Justice Ministry. The data noted that 53 criminals from 16 countries were returned to Turkey in 2011. Of these 53 criminals, 17 were sent back from Germany, while eight were sent back from the Turkish Republic of Northern Cyprus (KKTC). Furthermore, the number of criminals caught in Turkey and subsequently deported in 2011 was eight. Most were deported to Germany and the US.

Each year thousands of children around the world are victims of parental child abduction. They’re innocent victims caught up in a very adult world where disputes between parents have gone from bad to worse.
There is an international legal treaty in place to try to deter the practice, but many nations in the Asia Pacific are not signatories and now the Australian Government is being asked to try to change that. Catherine Graue reports.
