The Department of Homeland Security has been forced to release a list of keywords and phrases it uses to monitor social networking sites and online media for signs of terrorist or other threats against the U.S.

The intriguing the list includes obvious choices such as ‘attack’, ‘Al Qaeda’, ‘terrorism’ and ‘dirty bomb’ alongside dozens of seemingly innocent words like ‘pork’, ‘cloud’, ‘team’ and ‘Mexico’.

Released under a freedom of information request, the information sheds new light on how government analysts are instructed to patrol the internet searching for domestic and external threats.

The words are included in the department’s 2011 ’Analyst’s Desktop Binder‘ used by workers at their National Operations Center which instructs workers to identify ‘media reports that reflect adversely on DHS and response activities’.

Department chiefs were forced to release the manual following a House hearing over documents obtained through a Freedom of Information Act lawsuit which revealed how analysts monitor social networks and media organisations for comments that ‘reflect adversely’ on the government.

However they insisted the practice was aimed not at policing the internet for disparaging remarks about the government and signs of general dissent, but to provide awareness of any potential threats.

As well as terrorism, analysts are instructed to search for evidence of unfolding natural disasters, public health threats and serious crimes such as mall/school shootings, major drug busts, illegal immigrant busts.

The list has been posted online by the Electronic Privacy Information Center – a privacy watchdog group who filed a request under the Freedom of Information Act before suing to obtain the release of the documents.

In a letter to the House Homeland Security Subcommittee on Counter-terrorism and Intelligence, the centre described the choice of words as ‘broad, vague and ambiguous’.

They point out that it includes ‘vast amounts of First Amendment protected speech that is entirely unrelated to the Department of Homeland Security mission to protect the public against terrorism and disasters.’

A senior Homeland Security official told the Huffington Post that the manual ‘is a starting point, not the endgame’ in maintaining situational awareness of natural and man-made threats and denied that the government was monitoring signs of dissent.

However the agency admitted that the language used was vague and in need of updating.

Spokesman Matthew Chandler told website: ‘To ensure clarity, as part of … routine compliance review, DHS will review the language contained in all materials to clearly and accurately convey the parameters and intention of the program.’

Risk Assessment – Threat of ‘lone wolf’ terrorism growing, experts warn

All eyes may be on Africa, but there are fears of a new, unpredictable threat in the west: the so-called “lone wolf”.

This isn’t about a particular country or cause, and some worry it could be a growing trend.

In 2011 Anders Behring Breivik shocked the world with a Norwegian terror rampage. He bombed government buildings in Oslo before going on a shooting spree at a camp held by the country’s Labour Party. The bombings killed eight people, and the shooting left 69 dead.

Breivik was later found to hold various far-right beliefs, including a perception of Islam and Marxism as “the enemy”.

There are fears this kind of attack could happen more often.

Workplace violence

In America, Nidal Malik Hasan is set to undergo court martial proceedings this year after being accused of carrying out a mass shooting at the Fort Hood military base in Texas. The shooting, which happened in 2009, left 13 dead and 30 injured.

The Fort Hood attack is regarded by some as terrorism because of Hasan’s alleged radicalisation, with reports he had been emailing Anwar al-Awlaki, a cleric and alleged al-Qaeda recruiter based in Yemen, and monitored for several years as a security threat. The US Department of Defence, however, has referred to it as an act of workplace violence.

Lone wolf attacks could be related to various forms of extremism – for example, Islamism or neo-Nazism – but the danger is that they are hard to track. People operating alone can be harder to follow than a large organisation.

In a recent book, Lone Wolf Terrorism: Understand the Growing Threat, security consultant Jeffrey D Simon argues that lone wolves can be more creative than terrorist groups.

He also points out the importance of the internet as a potential breeding ground for terrorists – though this is also an opportunity for counter-terrorism agencies to monitor potential threats.

Britons present their own risks, with a potential rise in British-born terrorists who have trained abroad before returning to the UK.

Last year the Royal United Services Institute (RUSI) think tank predicted that terrorists could put their training in countries including Somalia, Yemen or Nigeria to use on UK streets.

In a report, RUSI director-general Michael Clarke wrote: “The threat they pose, so far, is in the possibility that high numbers of such individuals, operating alone and unsupported, albeit in an amateur way, may nevertheless be lucky in a few attempts.

“They are harder to track and their behaviour much harder to predict.”

News: Boston Marathon: Two bomb blasts at finish line

Two explosions at the finish line of the Boston Marathon have injured a number of people. Video and photographs from Boston show a scene of confusion, with emergency services descending on the scene.

Two bombs erupted at the famed Boston Marathon today, killing two people and injuring at least 78 while turning the race into what lookedlike a war zone.

Within hours of the explosions, law enforcement officials, including those with the Bureau of Alcohol, Tobacco, and Firearms, were questioning a potential person of interest at Brigham and Women’s Hospital, where many of the injured were taken, sources told ABC News.

The casualties were caused by two bombs that exploded almost simultaneously near the race finish line on Boylston Street before 3 p.m. The area was crowded with runners and spectators, and thousands of runners were still completing the race at the time of the first explosion.

Police said that two people were killed. At least 78 were taken to hospitals with injuries, including some which have been described as amputations and severe burns.

Boston Police Commissioner Edward Davis declined to say whether he thought the devices were acts of terrorism, but said, “You can reach your own conclusion based on what happened.”

According to law enforcement sources, the first bomb exploded at the Marathon Sports running store, and blew out windows in four nearby buildings, injuring 15 to 20 individuals. The second blast occurred about 50 to 100 yards away, severely injuring more bystanders, Davis said.

An oil worker held hostage at an Algerian gas plant made a desperate ‘last phone call’ to tell his family he had been captured by al-Qaeda hours before a botched rescue attempt killed up to 35 foreigners.

Stephen McFaul, who later escaped, barricaded himself into a room with dozens of others as armed militants stormed their compound in the remote African desert.

Islamic extremists launched an attack on BP’s Saharan oil field in revenge for France’s crackdown on rebels in neighbouring Mali. Britain is providing support and so became a target.

As the terrorists closed in, the 36-year-old father made what he feared may be his final call his family to say ‘al-Qaeda have got me’, his brother revealed today.

Mr McFaul’s family today revealed that he managed to escape alive, but up to 35 others are feared dead after Algerian forces launched air strikes overhead in a bid to rescue the trapped workers.

The assault on the was made without warning Western allies including David Cameron.

Fighting back tears, Mr McFaul’s brother, Brian, said of his sibling’s frantic phone call: ‘They locked themselves in a room for safety.

‘At that stage they heard gunfire. They kept talking and he gave me a text, but then we lost contact.

‘Than at 9am that morning he phoned saying al-Qaeda have got me’.

Mr McFaul’s family have told of their joy after receiving a phone call from him at 3pm today saying he was alive and well.

His 13-year-old son, Dylan, told the BBC: ‘I can’t explain the excitement. I can’t wait until he gets home. I’m going to make sure he never goes back there.’

His father, Christopher, added: ‘The last 48 hours have been hell, but as a family we have been very strong.’

Egypt terror threat raised from medium to high after series of deadly militant attacks across north Sinai.

The Foreign Office has raised its terrorism warning for visitors to Egypt from medium to high, particularly urging Britons against travel to the Sinai region, after a recent spate of militant attacks.

The change comes on the same day that a report revealed that police in Egypt had foiled a plot by al-Qaida-linked militants to attack tourists in the popular Red Sea coastal resort of Sharm el-Sheikh. The Mirror said the attack, involving firearms and rocket-propelled grenades, had been planned for Christmas.

A Foreign Office spokeswoman said she could not comment on any link, adding that changes to travel advice were based on “a number of sources”.

While Sharm el-Sheikh is on the southern tip of the Sinai peninsula, it and other nearby resorts, Taba, Nuweiba and Dahab, are excluded from the Foreign Office advice against travel to the region.

The Foreign Office spokeswoman said: “We can confirm that on 2 November we amended our travel advice for Egypt. Our advice makes clear that there is a high threat from terrorism in Egypt.”

Its website says: “Although security is tight throughout the country, especially in resort areas, there remains a high risk of attacks, which could be indiscriminate, including in public places frequented by expatriates and foreign travellers such as hotels and restaurants.”

The advice warns against all travel to north Sinai, where there have been attacks on security forces near the border with Gaza and Egypt, including one which killed 16 soldiers.

The advice says that even in south Sinai security has deteriorated this year, with a number of hijacks and kidnaps away from resort areas.

Egypt has been trying to rebuild its tourism industry after last year’s widespread unrest ended the long rule of Hosni Murbarak as president.

Last month the antiquities minister, Muhammad Ibrahim, reopened the restored pyramid of Chefren and six tombs at Giza, using the occasion to stress the country’s safety for tourists.

OSLO, Norway – Police arrived at an island massacre about an hour and a half after a gunman first opened fire, slowed because they didn’t have quick access to a helicopter and then couldn’t find a boat to make their way to the scene just several hundred yards (meters) offshore. A SWAT team was dispatched to the island more than 50 minutes after people vacationing at a campground said they heard shooting across the lake, according to Police Chief Sveinung Sponheim. Footage filmed from a helicopter that showed the gunman firing into the water added to the impression that police were slow to the scene. They chose to drive, Sponheim said, because their helicopter wasn’t on standby.

“There were problems with transport to Utoya,” where the youth-wing of Norway’s left-leaning Labor Party was holding a retreat, Sponheim said. “It was difficult to get a hold of boats.”

At least 82 people were killed on the island, but police said four or five people were still missing.

Divers have been searching the surrounding waters, and Sponheim said the missing may have drowned. Police earlier said there was still an unexploded device on the island, but it later turned out to be fake.

Norway’s Prime Minister said ‘a youth paradise turned into hell’ when a gunman dressed as a police officer killed at least 85 people at a summer camp on an island outside Oslo after blowing up a further seven in the capital.

The death toll rose this afternoon after a further body was found on the island. Early this evening police said 4 or 5 people are still unaccounted for on the island.

It has emerged that the man at the centre of the attack is also a member of a Swedish Nazi forum which encourages attacks on government buildings.

The Norwegian Prime Minister met survivors and families of victims today. He said the he personally knew several of those killed.

He added: ‘To meet the victims and grieving relatives is deeply affecting me. It’s powerful, and my compassion is limitless. On behalf of our country, we wish to express our greatest sympathy with the victims. The entire nation is behind you.

‘A lot of people have told me that they refuse to be scared and that they want to return to Utoeya as soon as possible. We’re a small country but we feel great solidarity with the victims and the presence of the King and Queen conveys the strong support for the people who have lost friends, children, cousins and other relatives. One of the greatest aspects of this country has been showcased today and we’ll do anything to extend our help and empathy.’

It has also emerged that the suspect bought six tonnes of fertiliser in May.

Farming supply company Felleskjopet in Rena, Hedmark, confirmed that Anders Breivik had placed the order under a company he owned called Breivik Geofarm.

A spokesman confirmed the 32-year-old had access to large amounts of fertilizer and that it wasn’t unusual.

‘These are goods that were delivered on May 4,’ Oddny Estenstad, a spokeswoman at agricultural supply chain Felleskjoepet Agri, told Reuters, without giving the exact type of fertiliser purchased.

‘It was 6 tonnes of fertiliser, which is a small, normal order for a standard agricultural producer. I do not know him or the company, except that it is a company that has contacted us in a normal manner and ordered fertiliser and had it delivered,’ she said.

Police detained a second man today who was accused of carrying a knife outside a hotel where Norway’s prime minister was meeting families of shooting victims.

At least 85 dead in Norway youth camp attack

OSLO, Norway — A suspected right-wing Christian gunman in police uniform killed at least 85 people in a ferocious attack on a youth summer camp of Norway’s ruling Labour party, hours after a car bomb killed seven in Oslo.

 

Police said the suspect immediately surrendered when told to do so and has confessed, Reuters reported.

Witnesses said the gunman, identified by police as a 32-year-old Norwegian, moved across the small, wooded Utoya holiday island on Friday firing at random as young people scattered in fear.

Police detained the tall, blond suspect, named by local media as Anders Behring Breivik, and charged him for the island killing spree and the Oslo bomb blast.

Norwegian police would neither confirm nor deny if the killer acted alone, but were looking into reports of a second suspect.

Norway’s national news agency, NTB, reported Saturday that witnesses told police two people were involved in the shooting on the island, which lasted for about 90 minutes.

At the time of the massacre, hundreds of children were on the island, aged from 11 or 12 to 18 or 19.

National police Chief Oystein Maeland said the attack had reached “catastrophic dimensions.”

Prime Minister Jens Stoltenberg, capturing the shock the attacks have caused in this normally quiet nation of 4.8 million, said he had been to the island every summer since 1979, saying “my youth paradise, and now it’s been changed to hell,” according to a simultaneous translation provided by Sky News.

Deputy Police Chief Roger Andresen would not speculate on the man’s motives but told a news conference: “He describes himself as a Christian, leaning toward right-wing Christianity, on his Facebook page.”

“As of now we have 84 dead at Utoeya,” Andresen said. “In Oslo, with the explosion and the impact it had, we are not yet sure if that number is final. At Utoeya, the water is still being searched for more victims.”

On Saturday, Stoltenberg, Norway’s King Harald, Queen Sonja and Crown Prince Haakon arrived at a hotel where survivors and family members are staying to attempt to comfort them.

After meeting survivors, Stoltenberg said Norwegian officials were working with foreign intelligence agencies to see if there there was any international involvement in attacks.

At least 91 killed in shootings and bomb blast in Norway


(VG Nett) At least 84 people are killed in a massacre at a youth camp only hours after a deadly bomb blast in central Oslo.

Norwegian Anders Behring Breivik, 32, has been arrested after the two attacks.

He is said to be linked with right-wing political activists but the motive for the two attacks is still unknown.

Late Friday night Special Forces raided Breiviks apartment in Oslo. The 32-year-old man will be questioned by the police Saturday.

Youth camp

The first reports of the massacre on Utøya, an island outside of Oslo, came around 18.25 PM Friday.

According to a witness the gunman identified himself as a police officer offering help, before he opened fire and started killing people.

Almost 700 young members of the Labour Party were at the island for an annual youth camp.

It took a while for the police to realise the full extent of the massacre. At a press conference Saturday morning confirm that at least 84 people are killed in the shootings at the island.

Some of the youth tried to swim to safety to escape the gunman.
The death toll is may rise even more as rescue workers search the water around the island.

Yesterday police said they also found explosives in a car on the island.

The shootings on Utøya came only hours after a bomb exploded outside a government building in central Oslo at 3.26 PM Friday.
